
Contract Labor and Product Resellers
The Supplier Engagement Process facilitates the collection of company data and capabilities from firms interested in helping EDS implement the NMCI program in the areas of staff augmentation and product reselling. Consistent with the small business commitment of the NMCI program, requirements in these areas are primarily filled by using set-aside procurements with small businesses to the maximum extent practicable. Small firms provide significant support to Navy/Marine Corps sites and infrastructure as well as resources for products (including software) where appropriate. Contract labor is obtained using proven EDS procurement tools and methodologies to ensure efficient and timely procurement of goods and services necessary to implement the NMCI program. The sourcing process for contract labor considers the following categories:
- Teaming Partners - Small firms included as part of the solution proposed to the Department of the Navy
- Incumbents - Small businesses that previously, prior to any NMCI transition activity, provided services/products to the Department of the Navy in areas that would fall under the NMCI program. This includes firms with a direct (prime) or subcontractor relationship with the Navy or Marine Corps.
- EDS Protégés - Small businesses that are formally participating in the EDS U.S. Government Solutions Mentor-Protégé Program
- Small Businesses in Local Communities - Small businesses that are not incumbents or teaming partners and are located in geographic or regional areas where work is being performed by product resellers are considered for areas where reseller agreements are the most efficient procurement method considering price, delivery, and performance requirements.
At this point in the program there are limited opportunities for growth among our existing NMCI supplier base. However, if your firm is an incumbent small business or provides a unique service or product, complete the Supplier Engagement Form.
