
Small Businesses
EDS' commitment to the Department of the Navy and NMCI would not be successful without the support of the small business community. This page describes how we use small business firms to support the NMCI program.
The NMCI contract requires small business participation at 40 percent of the contract value, with a breakdown of 5 percent to small disadvantaged businesses, 5 percent to women-owned small businesses, and 1.5 percent to HUBZone small businesses. The 40 percent requirement includes lower-tier participation under large business partners who also consider small business utilization within their subcontracting initiatives. A list of the points of contact for specific functional areas appears below.
The EDS NMCI Small Business Office supports the subcontracting efforts of the program by assisting the subcontract management team in locating potential small businesses to fill requirements. This support ensures that EDS works with small businesses for those functions that will allow us to attribute their participation toward our small business requirement. Subcontracting requirements primarily are filled by soliciting participation from firms from the following categories:
- Teaming Partners - Small firms included as part of the solution proposed to the Department of the Navy
- Incumbents - Small businesses that previously, prior to any NMCI transition activity, provided services/products to the Department of the Navy in areas that would fall under the NMCI program. This includes firms with a direct (prime) or subcontractor relationship with the Navy or Marine Corps.
- EDS Protégés - Small businesses that are formally participating in the EDS U.S. Government Solutions Mentor-Protégé Program
- Small Businesses in Local Communities - Small businesses that are not incumbents or teaming partners and are located in geographic or regional areas where work is being performed by product resellers are considered for areas where reseller agreements are the most efficient procurement method considering price, delivery, and performance requirements.
Small business participation occurs throughout the NMCI program. New opportunities for small business participation are primarily in the area of contract labor and some product reselling. Contract labor extends to desktop, network, infrastructure, and program support. Resellers are utilized on a case-by-case basis depending on product requirements.
